At the end of this unit participants will be able to:

1.Understand and discuss the purpose for protecting consumer rights

2. Understand and follow specific guidelines regarding the treatment of consumers within their care.

3. Understand the legal obligations concerning reporting incidents of neglect or abuse.

4. Be able to list the basic types of Abuse and Neglect

5. Understand the need for a basic code of conduct between consumers and care providers

6. Know when to seek assistance and proactive steps to take, (when they become involved in “high risk” situations).

7. Know their responsibility and become familiar with documentation associated with incidents of abuse or neglect

"In this training packet we will take a close look at specific conditions or types of abuses and neglect. In most cases persons involved in causing abuse or those who are directly responsible for neglect can and will have criminal charges brought against them. Abuse and neglect are considered a serious crime everywhere. Because the weak and vulnerable are the victims, this type of crime may result in judicial punishment that is even harsher than that given for assault or robbery, for instance. Conviction of abuse or neglect can also result in a loss of professional licenses and restrictions in future employment.

Abuse is the mistreatment or neglect of a child, an elderly person, or an adult with physical or developmental disabilities or mental illness. Abuse usually involves someone who cannot defend him or herself from physical or psychological harm or has no knowledge of how their own resources are being a misused. Abuse can occur in many forms.

Neglect, on the other hand, usually results from inactivity or the removal of conditions of care. Again, neglect focuses on individuals who are unable to do for themselves or request assistance in taking care of basic daily needs. Allowing a person to refuse medical treatment or to stop providing for his or her own care and well-being, may also be considered neglectful."
